Narrative:
I witnessed the event that took place on another sector. The controller vectored a [an aircraft] off the STAR for sequencing. When the controller achieved more than enough spacing; he turned the aircraft direct to a fix and issued them a descend via clearance. I thought the aircraft was direct to a different fix so I did not say anything. Issuing a descend via clearance from that location does not protect for the minimum IFR altitude. The controller should have issued a crossing restriction of 11;000 feet; then descend via. The controller needs more practice and is not safe to work on their own.
