Narrative:
Aircraft X was cleared for the RNAV16 at enm. I noticed aircraft X doing what appeared to be a missed approach. Aircraft X never cancelled his IFR and proceeded to land at another airport sxp. He flew between 500 ft MSL and 900 ft MSL along his route from enm to sxp. I was performing otji for the d-side at the time. In my opinion we have seen multiple companies not complying with IFR approaches. We have seen situations like this before; or aircraft breaking off of approaches without clearances or even flying the published missed and then proceeding to alternate fixes without clearances. I don't know how to fix this when we are seeing it come from multiple operators across the board.

Title: ZAN Center Controller reported an aircraft landed at another airport after a missed approach without ATC clearance or cancellation.
Narrative: Aircraft X was cleared for the RNAV16 at ENM. I noticed Aircraft X doing what appeared to be a missed approach.
