Narrative:
During an instrument flight test, the applicant requested a VOR 'a' approach into 5g0. The controller inquired whether we wanted vectors. Our answer was no we wanted to proceed to gee and this request was granted with the following statement, 'cleared direct to gee and cleared for VOR 'a' to leroy maintain 4000' until established.' the applicant xed the VOR and started his course reversal. The controller asked his heading and issued an immediate turn and descent to avoid traffic about 2 mi away in sight at our altitude. The controller then stated we were not cleared for the reversal and should have made a straight-in no where in the aim could I find any substantiation for his action. From now on I will make certain that my request and his approval will be for the same action.

Title: GA SMA TRACK HEADING DEVIATION.
Narrative: DURING AN INSTRUMENT FLT TEST, THE APPLICANT REQUESTED A VOR 'A' APCH INTO 5G0. THE CTLR INQUIRED WHETHER WE WANTED VECTORS. OUR ANSWER WAS NO WE WANTED TO PROCEED TO GEE AND THIS REQUEST WAS GRANTED WITH THE FOLLOWING STATEMENT, 'CLRED DIRECT TO GEE AND CLRED FOR VOR 'A' TO LEROY MAINTAIN 4000' UNTIL ESTABLISHED.' THE APPLICANT XED THE VOR AND STARTED HIS COURSE REVERSAL. THE CTLR ASKED HIS HDG AND ISSUED AN IMMEDIATE TURN AND DSNT TO AVOID TFC ABOUT 2 MI AWAY IN SIGHT AT OUR ALT. THE CTLR THEN STATED WE WERE NOT CLRED FOR THE REVERSAL AND SHOULD HAVE MADE A STRAIGHT-IN NO WHERE IN THE AIM COULD I FIND ANY SUBSTANTIATION FOR HIS ACTION. FROM NOW ON I WILL MAKE CERTAIN THAT MY REQUEST AND HIS APPROVAL WILL BE FOR THE SAME ACTION.
