Narrative:
Approximately 5 mi north of lga VOR we were proceeding on a northwest vector and climbing from 6000' for 16000' when the controller said 'expedite climb through 8000'.' a few seconds later he commanded a left turn to 240 degrees. As I started the turn my engineer said, 'lookout!' and I immediately reversed the turn and pushed over to avoid a twin-propeller commuter Y which was also executing an avoidance maneuver. Time from initial sighting until aircraft passage was less then ten seconds. I estimate that the 2 aircraft passed within 200' of each other. I notified the controller that we had experienced a near near midair collision. I later talked to controller's supervisor (after landing) and he told me that both aircraft were adhering to their clrncs and that definitely there had been a case of controller error. Supplemental information from acn 151117. We heard the sound of the turboprops as he passed overhead. The turboprop was in an aggressive pull up and I feel if he had not taken evasive action we would have collided.

Title: NMAC BETWEEN ACR LGT AND COMMUTER LTT NEAR LGA.
Narrative: APPROX 5 MI N OF LGA VOR WE WERE PROCEEDING ON A NW VECTOR AND CLBING FROM 6000' FOR 16000' WHEN THE CTLR SAID 'EXPEDITE CLB THROUGH 8000'.' A FEW SECS LATER HE COMMANDED A L TURN TO 240 DEGS. AS I STARTED THE TURN MY ENGINEER SAID, 'LOOKOUT!' AND I IMMEDIATELY REVERSED THE TURN AND PUSHED OVER TO AVOID A TWIN-PROP COMMUTER Y WHICH WAS ALSO EXECUTING AN AVOIDANCE MANEUVER. TIME FROM INITIAL SIGHTING UNTIL ACFT PASSAGE WAS LESS THEN TEN SECS. I ESTIMATE THAT THE 2 ACFT PASSED WITHIN 200' OF EACH OTHER. I NOTIFIED THE CTLR THAT WE HAD EXPERIENCED A NEAR NMAC. I LATER TALKED TO CTLR'S SUPVR (AFTER LNDG) AND HE TOLD ME THAT BOTH ACFT WERE ADHERING TO THEIR CLRNCS AND THAT DEFINITELY THERE HAD BEEN A CASE OF CTLR ERROR. SUPPLEMENTAL INFO FROM ACN 151117.
