Narrative:

We were on a return IFR flight from sac to concord, ca. We were cleared for the lda runway 19R approach into concord, once we were established on the course. I was under the hood and passed the FAF at 1500'. This was 200' over the 1300' required. It was late pm (after dark). I began a descent and got left of course. I put the gear down. I was just finished talking with travis when I heard my instrument telling me to climb to the right. Something inside me told me to look out front. The pwright transmission lines were right on front of me. We hit the power line causing damage to the vertical stabilizer and rudder. I was just under 3 mi from the airport. The hill and transmission lines are straight out from the runway 19R approach. The course, however, comes in from the VOR or close to it. This is about 5000' off the center line. One of these points is on the chart, just off of the LOM on the approach plate. I believe these towers should have lights. No injuries occurred and there was no damage to the power line.

Title: SMA ON INSTRUMENT TRAINING FLT STRIKES POWER LINES ON LDA RWY 19R TO CCR.

Narrative: WE WERE ON A RETURN IFR FLT FROM SAC TO CONCORD, CA. WE WERE CLRED FOR THE LDA RWY 19R APCH INTO CONCORD, ONCE WE WERE ESTABLISHED ON THE COURSE. I WAS UNDER THE HOOD AND PASSED THE FAF AT 1500'. THIS WAS 200' OVER THE 1300' REQUIRED. IT WAS LATE PM (AFTER DARK). I BEGAN A DSNT AND GOT L OF COURSE. I PUT THE GEAR DOWN. I WAS JUST FINISHED TALKING WITH TRAVIS WHEN I HEARD MY INSTR TELLING ME TO CLB TO THE R. SOMETHING INSIDE ME TOLD ME TO LOOK OUT FRONT. THE PWRIGHT XMISSION LINES WERE RIGHT ON FRONT OF ME. WE HIT THE PWR LINE CAUSING DAMAGE TO THE VERT STABILIZER AND RUDDER. I WAS JUST UNDER 3 MI FROM THE ARPT. THE HILL AND XMISSION LINES ARE STRAIGHT OUT FROM THE RWY 19R APCH. THE COURSE, HOWEVER, COMES IN FROM THE VOR OR CLOSE TO IT. THIS IS ABOUT 5000' OFF THE CTR LINE. ONE OF THESE POINTS IS ON THE CHART, JUST OFF OF THE LOM ON THE APCH PLATE. I BELIEVE THESE TWRS SHOULD HAVE LIGHTS. NO INJURIES OCCURRED AND THERE WAS NO DAMAGE TO THE PWR LINE.
