Narrative:
Departure rtes from bos to southeast were recently changed. No coordination effected between ZBW and bos. Aircraft departing bos to the southeast are now arbitrarily assigned a ghd (anything from 150 degree to 220 degree) and instructed to contact ZBW. Aircraft are not instructed to join a route or right...just pointed to the southeast and instructed to change frequency. When brought to attention of plans and procedures office they first denied this was incorrect/unsafe then conceded and said they will 'try to correct it later.' this is unacceptable as in the meantime no coordination is in effect between ZBW and bos approach for southeast departures. Procedures are to say the least inconsistent and vary from day to day, shift to shift, and even from controller to controller. Callback conversation with reporter revealed the following information. Reporter stated that there has been a slight change in the new procedure. Bos clearance delivery was now issuing a vector to a fix on the new route. Before bos was issuing a fix on a route that was on the flight route. Another ARTCC controller has filed on ucr on new procedure. He does not know the facility's response to the ucr. Reporter is satisfied with the existing vector fix.
Original NASA ASRS Text
Title: PROCEDURAL PROBLEM BETWEEN ZBW AND BOS.
Narrative: DEP RTES FROM BOS TO SE WERE RECENTLY CHANGED. NO COORD EFFECTED BTWN ZBW AND BOS. ACFT DEPARTING BOS TO THE SE ARE NOW ARBITRARILY ASSIGNED A GHD (ANYTHING FROM 150 DEG TO 220 DEG) AND INSTRUCTED TO CONTACT ZBW. ACFT ARE NOT INSTRUCTED TO JOIN A RTE OR R...JUST POINTED TO THE SE AND INSTRUCTED TO CHANGE FREQ. WHEN BROUGHT TO ATTN OF PLANS AND PROCS OFFICE THEY FIRST DENIED THIS WAS INCORRECT/UNSAFE THEN CONCEDED AND SAID THEY WILL 'TRY TO CORRECT IT LATER.' THIS IS UNACCEPTABLE AS IN THE MEANTIME NO COORD IS IN EFFECT BTWN ZBW AND BOS APCH FOR SE DEPS. PROCS ARE TO SAY THE LEAST INCONSISTENT AND VARY FROM DAY TO DAY, SHIFT TO SHIFT, AND EVEN FROM CTLR TO CTLR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED THAT THERE HAS BEEN A SLIGHT CHANGE IN THE NEW PROC. BOS CLRNC DELIVERY WAS NOW ISSUING A VECTOR TO A FIX ON THE NEW RTE. BEFORE BOS WAS ISSUING A FIX ON A RTE THAT WAS ON THE FLT RTE. ANOTHER ARTCC CTLR HAS FILED ON UCR ON NEW PROC. HE DOES NOT KNOW THE FAC'S RESPONSE TO THE UCR. RPTR IS SATISFIED WITH THE EXISTING VECTOR FIX.
