Narrative:
Ground control had issued aircraft X taxi instructions to the ramp and switched them over to ramp control a. Aircraft Y was taxiing to runway 1 right. Aircraft X should not have been a factor for aircraft Y; and was not observed going past H on B due to traffic and night conditions. Aircraft Y reported slamming on their brakes. This is a systemic issue in that M1 is a taxiway between a and F runway 1 left; as well as a taxi lane into the a ramp (the two lines are M1 & M2 into/out of the a ramp). Here is the assumption of what took place; aircraft X was told to enter the ramp via M1; so they took B to M1; then turned to join a to the ramp causing the conflict with aircraft Y who should have been long behind aircraft X at a and H.[suggest] change the lines into/out of the a ramp.
