Narrative:
Upon arrival at gate we found that spoiler elevator computer (second) 3 was written up inbound and there was a maintenance history concerning this system well. I called dispatch and was connected to maintenance control to check on the status of a fix after briefly speaking with a mechanic at the gate (we were told a part was enroute). While talking with maintenance control I was told second 3 was to be deferred inop and I refused this aircraft in the interest of safety after completing the required calls. I felt it was not in the best interest to take this aircraft with a flight control deferral - especially after seeing the history and maintenance unable to track down the exact cause over the previous days. We were soon dispatched with [new] aircraft (which was clean) and departed without further event enroute to ZZZ1.
