Narrative:
Approaching into oxnard airport, I experienced radio problems. After several unanswered calls, I proceeded to the airport, planning on crossing over the airport to observe the traffic flow. As I begin to cross the approach end of the runway, I observed aircraft on final, so I made a right turn out of the traffic pattern. I then discovered that my microphone jack had partly pulled out of the jack, and tried to reach oxnard tower. This time I was successful. They ask my number, and gave me complicated instructions, very rapidly. When I responded 'I don't understand', they were very angry. Finally they just told me to come in and land. After landing, I was told to report to the tower. My language was hard for them to understand (I am japanese). The tower was not helpful at all. I had radio failure and was trying to follow standard procedures. It was a new area and I did not know any of the local landmarks. Unable to locate the 'twin towers', and because I had entered the traffic pattern earlier, the tower was angry with me. I received difficult instructions, which I replied 'I didn't understand'. Instead of clarifying, they ordered me to land immediately. Perhaps they are working oxnard controllers too hard. I believe that oxnard area needs an arsa. I tried to reach pt mugu approach earlier, but they were too busy to help me. Shortly afterwards, my radio failed. I believe the oxnard controllers have a hard time because they have 2 airports (camarillo and pt magu) very close to them. But I, a private pilot, needed their help on this occassion. I hope this report will lead to an arsa there. So the controllers can relax. Sequencing to the airport could eliminate many problems.

Title: SMA PENETRATES ATA WITHOUT ESTABLISHING COM DUE TO RADIO COM PROBLEM.
Narrative: APCHING INTO OXNARD ARPT, I EXPERIENCED RADIO PROBS. AFTER SEVERAL UNANSWERED CALLS, I PROCEEDED TO THE ARPT, PLANNING ON XING OVER THE ARPT TO OBSERVE THE TFC FLOW. AS I BEGIN TO CROSS THE APCH END OF THE RWY, I OBSERVED ACFT ON FINAL, SO I MADE A R TURN OUT OF THE TFC PATTERN. I RECEIVED DIFFICULT INSTRUCTIONS, WHICH I REPLIED 'I DIDN'T UNDERSTAND'. INSTEAD OF CLARIFYING, THEY ORDERED ME TO LAND IMMEDIATELY. PERHAPS THEY ARE WORKING OXNARD CTLRS TOO HARD.
