Narrative:
General manager (gm) of ZZZ called dispatcher because the pilot on aircraft X was concerned of a NOTAM. ZZZ had a NOTAM that stated the airport arff vehicle out of service. The gm wanted clarification that we could still operate. The gm stated he wasn't too sure about how many vehicles there were but that there were a lot but he would go verify. I did some research and the [dispatch] supervisor and center manager being notified; I came to the conclusion that 2 arff vehicle were needed for [air carrier aircraft] to operate with the listed NOTAM. The center manager did get myself; the gm; director and manager of safety on the phone to discuss the NOTAM. The conclusion came that 2 arff trucks were needed and only provided 1 truck. The gm of ZZZ then received a call from another gm of ZZZ and made us aware that the NOTAM could be removed because the truck was there and working- they had just taken the truck out of service so that they could service a part on the truck later on. The NOTAM was removed. However [two previous aircraft] had already departed ZZZ and landed without interruption before the issue of the NOTAM was further investigated and figured out.missed detail of NOTAM 'index a' during scan when checking notams for ZZZ
