Narrative:
While preplanning the flight I misread the taf. I misread the BKN015 as SCT015 and did not realize alternate was needed. I realized I needed to add one minutes before take-off and ACARS the pilot but it was too late as he took off. The aircraft did not have enough fuel to add an alternate I immediately notified the captain and we established a plan for a fuel stop en route to allow for an added alternate.I was multi-tasking; not only this flight but had several other issues I was trying to deal with on other flights. It was a very busy day and most likely was working too quickly. I had an issue with [the] route and much of my attention went to fixing that. Desk work was quite heavy that day and there were issues with low ceilings and weather all day. I try to take care and double check my work. I believe it was an accidental oversight that just got missed in the shuffle of all the work. I will be more careful to take my time with each flight.

Title: A Dispatcher for an Embraer EMB-175 reported that while pre-planning a flight the Dispatcher misread the weather report and dispatch the aircraft with too little fuel onboard.
