Narrative:
This report is about lack of preparations for a special event. The grb TRACON handles traffic arriving from the north. Mke took over the osh airport from ZAU. It is shocking to me how unprepared and unorganized the traffic flow is. Local FAA office staff ignored suggestions by controllers; and kept controllers out of LOA meetings. Handoffs; frequency assignments; and rtes are unclr. Ask 3 controllers a question -- get 3 answers. Sniping between facilities is at an unprecedented level. The users of the system are being delayed; and assigned rtes that add miles and frustration to their flts. If local management and staff does not want grb and mke controllers involved in procedure planning; they must go to washington or a regional office to get planning and procedure people involved. A couple of examples of poor service; aircraft landing atw or mtw from the south are at 7000 ft 7 mi from the airport. Aircraft converging over the mtw area that are inbound to atw; grb and overflt traffic. Someone will have an operational error there; it's just a matter of time. Many other situations like these exist. The mtw situation adds miles to flight rtes; and creates torment for the radar controller. Whoever created this LOA and agreed to it could not possibly understand the ATC job function.
