Narrative:
I departed anc on runway 32 and was utilizing the substation departure, I was then turned over to departure who called out an aircraft at my 8 or 9 O'clock position which would cross my flight path. I was aware that at that location the other aircraft should pass above my departure altitude of 1100' MSL. It soon became obvious to myself and departure that the transport was about to cross directly overhead my flight path and possibly on a collision heading as his position on my windshield side (now about 9:30 position) did not vary. Departure said 'caution wake turbulence?' I then exercised my PIC authority under airport 91.313 to avoid the oncoming aircraft. I could not turn back into departing aircraft or deviate much to the east because of other traffic so I elected to make a climbing left turn to avoid the other traffic by passing behind and above him. Nothing was said by departure, myself, or the other aircraft. I feel this situation could have been avoided by improved sequencing between tower and departure or at least a preliminary vector by departure. I do not consider this a near miss although it could have been, as I believe the reason the other pilot did not say anything was because he had been cleared for a visibility and was inadvertently descending into my airspace.

Title: A DEPARTING ACFT TOOK EVASIVE MANUEVER TO AVOID AN INBOUND ACFT.
Narrative: I DEPARTED ANC ON RWY 32 AND WAS UTILIZING THE SUBSTATION DEP, I WAS THEN TURNED OVER TO DEP WHO CALLED OUT AN ACFT AT MY 8 OR 9 O'CLOCK POS WHICH WOULD CROSS MY FLT PATH. I WAS AWARE THAT AT THAT LOCATION THE OTHER ACFT SHOULD PASS ABOVE MY DEP ALT OF 1100' MSL. IT SOON BECAME OBVIOUS TO MYSELF AND DEP THAT THE TRANSPORT WAS ABOUT TO CROSS DIRECTLY OVERHEAD MY FLT PATH AND POSSIBLY ON A COLLISION HDG AS HIS POS ON MY WINDSHIELD SIDE (NOW ABOUT 9:30 POS) DID NOT VARY. DEP SAID 'CAUTION WAKE TURB?' I THEN EXERCISED MY PIC AUTHORITY UNDER ARPT 91.313 TO AVOID THE ONCOMING ACFT. I COULD NOT TURN BACK INTO DEPARTING ACFT OR DEVIATE MUCH TO THE E BECAUSE OF OTHER TFC SO I ELECTED TO MAKE A CLBING L TURN TO AVOID THE OTHER TFC BY PASSING BEHIND AND ABOVE HIM. NOTHING WAS SAID BY DEP, MYSELF, OR THE OTHER ACFT. I FEEL THIS SITUATION COULD HAVE BEEN AVOIDED BY IMPROVED SEQUENCING BTWN TWR AND DEP OR AT LEAST A PRELIMINARY VECTOR BY DEP. I DO NOT CONSIDER THIS A NEAR MISS ALTHOUGH IT COULD HAVE BEEN, AS I BELIEVE THE REASON THE OTHER PLT DID NOT SAY ANYTHING WAS BECAUSE HE HAD BEEN CLRED FOR A VIS AND WAS INADVERTENTLY DSNDING INTO MY AIRSPACE.
