Narrative:

I was at sussex, nj, over night on 7/sat/90 planning a departure from sussex 7/sun/90. The morning of 7/sun/90 I received a briefing from FSS reached by the 800 number from matamoras, PA, which indicated a convective frontal system moving into the area after noon time that day. I was given a complete briefing but no NOTAMS for N63. I proceeded to the airport arriving approximately 30 local. I went directly to the FBO office which is a relatively small area where the phone was located. There were a number of people in this area all talking in very loud voices immediately adjacent to telephone. The noise level was so high I was required to put one finger in my ear to hear the briefing I received from the millville FSS and so advised the briefer. On the basis of the briefing and while still with the briefer I filed an IFR flight plan N63 to lebanon, nh, and was instructed to pick up my clearance on the ground from ny TRACON. Again I was given no NOTAMS or N63. At approximately noon time I called ny TRACON and was given an IFR clearance to depart N63 with a void time of next hour plus 21. I then did preflight and monitored the published CTAF frequency of 122.7 taxied to about midway on runway 21 announced I was ack taxiing runway 21 for departure (with no response) did a runup on the end of runway 21 still monitoring 122.7 then announced I was departing runway 21. The departure was VFR with good visibility. I noted no traffic nor did I hear any radio communications on 122.7. At approximately 2000' MSL I contacted my center departure frequency and proceeded in accord with my clearance . Approximately 3 days later I received a telephone call from a local pilot who advised me that the field was closed during my departure and that there was a helicopter in the air with a parachute jumper. He further advised me that the helicopters were utilizing 123.05 and were talking on that frequency. He indicated there was a potential conflict but one did not occur. Factors. No field closing NOTAM given PIC in 2 complete briefings . Inappropriate noise level while receiving 2ND briefing and clearance. No response or advisory on 122.7. Helicopter activity using a completely different frequency. I received an IFR departure clearance for a time that the field was allegedly closed.

Title: REPORTER CITES EVENTS THAT ALLEGES THAT HE DEP FROM A CLOSED ARPT AND THAT ALTHOUGH NO CONFLICT EXISTED WITH A PARACHUTE DROP FROM A CLC HELICOPTER, HE SHOULD HAVE HAD A NOTAM ON THE CLOSURE WHICH REPORTER STATES WAS NON EXISTANT.

Narrative: I WAS AT SUSSEX, NJ, OVER NIGHT ON 7/SAT/90 PLANNING A DEP FROM SUSSEX 7/SUN/90. THE MORNING OF 7/SUN/90 I RECEIVED A BRIEFING FROM FSS REACHED BY THE 800 NUMBER FROM MATAMORAS, PA, WHICH INDICATED A CONVECTIVE FRONTAL SYS MOVING INTO THE AREA AFTER NOON TIME THAT DAY. I WAS GIVEN A COMPLETE BRIEFING BUT NO NOTAMS FOR N63. I PROCEEDED TO THE ARPT ARRIVING APPROX 30 LCL. I WENT DIRECTLY TO THE FBO OFFICE WHICH IS A RELATIVELY SMALL AREA WHERE THE PHONE WAS LOCATED. THERE WERE A NUMBER OF PEOPLE IN THIS AREA ALL TALKING IN VERY LOUD VOICES IMMEDIATELY ADJACENT TO TELEPHONE. THE NOISE LEVEL WAS SO HIGH I WAS REQUIRED TO PUT ONE FINGER IN MY EAR TO HEAR THE BRIEFING I RECEIVED FROM THE MILLVILLE FSS AND SO ADVISED THE BRIEFER. ON THE BASIS OF THE BRIEFING AND WHILE STILL WITH THE BRIEFER I FILED AN IFR FLT PLAN N63 TO LEBANON, NH, AND WAS INSTRUCTED TO PICK UP MY CLRNC ON THE GND FROM NY TRACON. AGAIN I WAS GIVEN NO NOTAMS OR N63. AT APPROX NOON TIME I CALLED NY TRACON AND WAS GIVEN AN IFR CLRNC TO DEPART N63 WITH A VOID TIME OF NEXT HR PLUS 21. I THEN DID PREFLT AND MONITORED THE PUBLISHED CTAF FREQ OF 122.7 TAXIED TO ABOUT MIDWAY ON RWY 21 ANNOUNCED I WAS ACK TAXIING RWY 21 FOR DEP (WITH NO RESPONSE) DID A RUNUP ON THE END OF RWY 21 STILL MONITORING 122.7 THEN ANNOUNCED I WAS DEPARTING RWY 21. THE DEP WAS VFR WITH GOOD VISIBILITY. I NOTED NO TFC NOR DID I HEAR ANY RADIO COMS ON 122.7. AT APPROX 2000' MSL I CONTACTED MY CTR DEP FREQ AND PROCEEDED IN ACCORD WITH MY CLRNC . HE FURTHER ADVISED ME THAT THE HELIS WERE UTILIZING 123.05 AND WERE TALKING ON THAT FREQ. HE INDICATED THERE WAS A POTENTIAL CONFLICT BUT ONE DID NOT OCCUR. FACTORS. NO FIELD CLOSING NOTAM GIVEN PIC IN 2 COMPLETE BRIEFINGS . INAPPROPRIATE NOISE LEVEL WHILE RECEIVING 2ND BRIEFING AND CLRNC. NO RESPONSE OR ADVISORY ON 122.7. HELI ACTIVITY USING A COMPLETELY DIFFERENT FREQ. I RECEIVED AN IFR DEP CLRNC FOR A TIME THAT THE FIELD WAS ALLEGEDLY CLOSED.
