Narrative:

This form does not address tmu (traffic management unit) issues; but tbfm (time based flow metering) was impacted by a decision to adjust tbfm bandwidth which impacted tbfm operations. Aircraft were being metered to hou and aircraft were being scheduled to dfw when tbfm stopped working because of a stale data feed. I do not know if this information is correct; but I was told that the harris company adjusted the bandwidth. The surrounding centers were also impacted. Why would a decision be made to adjust bandwidth without communication with natca; FAA; air traffic; tmu; etc? Who made that decision and what communication needs to happen before this is to occur.

Title: ZFW Traffic Management Coordinator reported the computer program used to adjust the traffic flows into one of their primary airports failed.

Narrative: This form does not address TMU (Traffic Management Unit) issues; but TBFM (Time Based Flow Metering) was impacted by a decision to adjust TBFM bandwidth which impacted TBFM operations. Aircraft were being metered to HOU and aircraft were being scheduled to DFW when TBFM stopped working because of a stale data feed.
