Narrative:
I planned the flight with [landing weight restriction] due to snow [at destination]. Flight had 3000 lbs [fuel] buffer in case of zero fuel weight increase. I received a call from the [departure airport] load planner that the flight was pier restricted and they would have to bump 19 passengers. Not knowing what this restriction means or where it came from; I involved the chief to inquire of any possible work-around for the restriction. Working together with the load planner we determined that even if the fuel was lowered to min fuel or added a fuel stop the aircraft would not be able to take the passengers. There was no solution to the issue and we had to leave 19 passengers behind.
