Narrative:
Cleared to bravo hold point. Received further clearance to 'cross 4L, make a left and taxi into position and hold runway 9.' made first left on runway 27 stopway and went up into position on 9. Air carrier B was behind me (ground controller and runway crossing controller on a separate frequency; an insane idea--who thinks up this stuff, anyway?) and crossing controller said to him, 'no, air carrier B continue up and make a left on sierra 1 and hold short of 9. I don't want you to do what he just did.' I don't see what the problem was (for me, anyway) as I see people taxi on this all the time. I didn't have time to query the controller as a runway change was in progress and everyone was talking like auctioneers. If the controller had wanted me to go the additional 150 yds to sierra 1 he should have said so. As far as having a separate frequency for runway crossing, it's madness--you can't hear the big picture! Callback conversation with reporter revealed the following: reporter states there is no marking on the stopway to indicate not usable or any weight restr. Paving is the same as rest of runway. So reporter does ot know why his taxi was a problem. Did not follow up afterward, just kept quiet when controller seemed so upset.
Original NASA ASRS Text
Title: CONFUSION REGARDING INTENT OF TAXI CLRNC. TAXI ON STOPWAY.
Narrative: CLRED TO BRAVO HOLD POINT. RECEIVED FURTHER CLRNC TO 'CROSS 4L, MAKE A LEFT AND TAXI INTO POS AND HOLD RWY 9.' MADE FIRST LEFT ON RWY 27 STOPWAY AND WENT UP INTO POS ON 9. ACR B WAS BEHIND ME (GND CTLR AND RWY XING CTLR ON A SEPARATE FREQ; AN INSANE IDEA--WHO THINKS UP THIS STUFF, ANYWAY?) AND XING CTLR SAID TO HIM, 'NO, ACR B CONTINUE UP AND MAKE A LEFT ON SIERRA 1 AND HOLD SHORT OF 9. I DON'T WANT YOU TO DO WHAT HE JUST DID.' I DON'T SEE WHAT THE PROB WAS (FOR ME, ANYWAY) AS I SEE PEOPLE TAXI ON THIS ALL THE TIME. I DIDN'T HAVE TIME TO QUERY THE CTLR AS A RWY CHANGE WAS IN PROGRESS AND EVERYONE WAS TALKING LIKE AUCTIONEERS. IF THE CTLR HAD WANTED ME TO GO THE ADDITIONAL 150 YDS TO SIERRA 1 HE SHOULD HAVE SAID SO. AS FAR AS HAVING A SEPARATE FREQ FOR RWY XING, IT'S MADNESS--YOU CAN'T HEAR THE BIG PICTURE! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES THERE IS NO MARKING ON THE STOPWAY TO INDICATE NOT USABLE OR ANY WT RESTR. PAVING IS THE SAME AS REST OF RWY. SO RPTR DOES OT KNOW WHY HIS TAXI WAS A PROB. DID NOT FOLLOW UP AFTERWARD, JUST KEPT QUIET WHEN CTLR SEEMED SO UPSET.
