Narrative:

On 7/sat/90, at PM50 hours at atl, I performed my preflight walkaround on aircraft and during my preflight inspection I inspected the tailskid of the aircraft by visually looking at the bumper on the bottom of the tailskid and physically feeling the tension on the safety wire and breakaway tub on the shaft of the tailskid. Upon completion of my preflight walkaround I returned to the cockpit to await departure. We power backed away from the gate normally. The captain taxied the aircraft to runway 26R at which time the first officer was given the controls. The aircraft weighed 171.9 pounds and it was 81 degrees F. Rotation was 136 V, 137 vr, 151 V2. The runway has a dip then upward slope at 1 point. The aircraft was throttled up to the proper EPR setting for takeoff. At V1, vr the first officer started a very slow rotation (he under rotated) in the upward slope of the runway. As soon as the nose came off the ground the first officer called 'positive rate, gear up.' the main gear had not left the runway yet, and the ivsi still read a 100 FPM descent. The captain waited to raise the gear until we in fact did have a good positive rate of climb established. The gear was raised, but due to an under rotation, I believe the aircraft settled some, striking the tailskid. The tailskid light on the second officer panel stayed on and all abnormal procedures and P and P's were complied with. Upon landing at buf, I exited the aircraft and looked at the tailskid. The bumper pad was sheared off and the 8 rivets holding the tailskid shaft to the tailskid door were sheared off. The tailskid door was hanging straight down from the belly of the aircraft and the tailskid itself was hanging free from its swing arm. The 2 had separated during the tail strike. No bump was felt in the cockpit during this incident. Supplemental information from acn 151732: on takeoff roll captain called 100 KTS, V1 vr. First officer started rotation by establishing a 7 1/2 degree pitch attitude and waited for aircraft to leave runway. Captain called V2. First officer heard main gear struts extend and started to increase pitch attitude to 15 degrees to V bars on attitude indicator. Called for positive rate gear up. Captain raised gear. On climb out second officer advised crew that tailskid light remained on. Possible contributing factor was the 26L sloping runway and using flex power. Supplemental information from acn 151822: 1 F/a said she heard a small bump on takeoff.

THE MAIN GEAR HAD NOT LEFT THE RWY YET, AND THE IVSI STILL READ A 100 FPM DSNT. THE CAPT WAITED TO RAISE THE GEAR UNTIL WE IN FACT DID HAVE A GOOD POSITIVE RATE OF CLB ESTABLISHED. THE GEAR WAS RAISED, BUT DUE TO AN UNDER ROTATION, I BELIEVE THE ACFT SETTLED SOME, STRIKING THE TAILSKID. THE TAILSKID LIGHT ON THE S/O PANEL STAYED ON AND ALL ABNORMAL PROCS AND P AND P'S WERE COMPLIED WITH. UPON LNDG AT BUF, I EXITED THE ACFT AND LOOKED AT THE TAILSKID. THE BUMPER PAD WAS SHEARED OFF AND THE 8 RIVETS HOLDING THE TAILSKID SHAFT TO THE TAILSKID DOOR WERE SHEARED OFF. THE TAILSKID DOOR WAS HANGING STRAIGHT DOWN FROM THE BELLY OF THE ACFT AND THE TAILSKID ITSELF WAS HANGING FREE FROM ITS SWING ARM. THE 2 HAD SEPARATED DURING THE TAIL STRIKE.
