Narrative:

A new departure procedure has been implemented at clt, whereas the departing aircraft will remain at 250 KTS until told by some controling authority aircraft may accelerate. After vacating 10000' I began to accelerate to normal economy climb speed. ATC (atl) asked our speed and whether we were aware of the departure constraint. We were then cleared to climb at 300 KTS (normal). Solution: old habits die hard. For 25 yrs we have accelerated after passing 10000', unless told by ATC or departure control to maintain a slower airspeed. I feel the system we have at all facs except clt should be retained.

Narrative: A NEW DEP PROC HAS BEEN IMPLEMENTED AT CLT, WHEREAS THE DEPARTING ACFT WILL REMAIN AT 250 KTS UNTIL TOLD BY SOME CTLING AUTHORITY ACFT MAY ACCELERATE. AFTER VACATING 10000' I BEGAN TO ACCELERATE TO NORMAL ECONOMY CLB SPD. ATC (ATL) ASKED OUR SPD AND WHETHER WE WERE AWARE OF THE DEP CONSTRAINT. WE WERE THEN CLRED TO CLB AT 300 KTS (NORMAL).
