Narrative:
While holding short of runway 25R at phx; the preceding aircraft was cleared for takeoff. As the aircraft started its takeoff roll; we were cleared for takeoff on the same runway with the additional 'without delay' comment. I immediately informed the tower we would at least prefer for the preceding aircraft to depart the runway before we started our takeoff roll. The controller responded; 'you are not even in position and the preceding aircraft is just now leaving the runway.' we did not comply with the controller's demand to takeoff without delay; because of inadequate separation with the preceding aircraft. I did not understand the urgency for takeoff since there was no landing aircraft for this runway; and only one aircraft behind us waiting for takeoff.this policy of rushing aircraft to takeoff while there is still an aircraft on the runway is standard procedure at phx. The result; if you do not delay your takeoff; is constant un-commanded roll after takeoff due to wake turbulence encounters with the preceding aircraft. ATC does not seem to understand this. The apparent rush by controllers for aircraft to takeoff and the total disregard for minimum separation between aircraft. Do not clear an aircraft for takeoff while there is still an aircraft on the runway. No aircraft should be rushed to takeoff. Maybe a class for controllers about the relationship between speed and distance. This is not my first report about this problem; and since there has been no improvement; probably not my last.
