Narrative:

While taxiing to runway 31L at mdw, ground controller instructed me to 'cross runway 31R, turn right on taxiway kilo to hold short of runway 31L.' as I entered runway 31R I noticed an light transport on final approach for runway 31R. This aircraft had been turning to intercept the final for 31R and was out of view initially. I accelerated across runway 31R and the light transport initiated a go around. I questioned the ground controller and he informed me that the local controller had approved and instructed him to issue the taxi clearance across runway 31R.

Title: ARR ACFT WAS SENT AROUND BY CTLR DUE TO AN ACFT CROSSING THE ACTIVE RWY.

Narrative: WHILE TAXIING TO RWY 31L AT MDW, GND CTLR INSTRUCTED ME TO 'CROSS RWY 31R, TURN RIGHT ON TXWY KILO TO HOLD SHORT OF RWY 31L.' AS I ENTERED RWY 31R I NOTICED AN LTT ON FINAL APCH FOR RWY 31R. THIS ACFT HAD BEEN TURNING TO INTERCEPT THE FINAL FOR 31R AND WAS OUT OF VIEW INITIALLY. I ACCELERATED ACROSS RWY 31R AND THE LTT INITIATED A GAR. I QUESTIONED THE GND CTLR AND HE INFORMED ME THAT THE LCL CTLR HAD APPROVED AND INSTRUCTED HIM TO ISSUE THE TAXI CLRNC ACROSS RWY 31R.
