Narrative:
Apparent confusion on ramp departing isp to phl prompted a check of baggage in phl. We had # of bags checked twice in isp. Third # we received in isp was 19. Final count phl 23. Baggage people poorly trained as to critical nature of loading. Have no knowledge that a carry-on which is rejected from cabin becomes a bag and must be counted.

Narrative: APPARENT CONFUSION ON RAMP DEPARTING ISP TO PHL PROMPTED A CHK OF BAGGAGE IN PHL. WE HAD # OF BAGS CHKED TWICE IN ISP. THIRD # WE RECEIVED IN ISP WAS 19. FINAL COUNT PHL 23. BAGGAGE PEOPLE POORLY TRAINED AS TO CRITICAL NATURE OF LOADING. HAVE NO KNOWLEDGE THAT A CARRY-ON WHICH IS REJECTED FROM CABIN BECOMES A BAG AND MUST BE COUNTED.
