Narrative:
While working local control at eyw tower I noticed an spc 1 mi south of the airport heading 2. This was not coordinated by nqx. When we asked nqx what the spc was doing. They said they were 'surprised' and didn't know what he was doing.

Narrative: WHILE WORKING LCL CTL AT EYW TWR I NOTICED AN SPC 1 MI S OF THE ARPT HDG 2. THIS WAS NOT COORDINATED BY NQX. WHEN WE ASKED NQX WHAT THE SPC WAS DOING. THEY SAID THEY WERE 'SURPRISED' AND DIDN'T KNOW WHAT HE WAS DOING.
