Emb-175 captain reported that chart holders on the dv windows have been installed such that they impede the window from being opened.

Narrative:
On several flights during preflight this month on different planes with modified dv window mounted modified chart holders the chart holder has been turned around so that it impedes the dv window from being opened. The aircraft listed above does not include all of the aircraft affected. Upon speaking with other cas it has been brought to my attention the maintenance is under the impression that this condition is not possible. In my opinion once is an anomaly; twice may be a coincidence but three times is a trend. Notice in the video attached that there are visible rivets forward of the chart holder. These are the ones that are modified chart holders that can and have impeded the opening of the dv window. It appears that right handed people are turning the mount around so they may use it as a writing surface without the chart clip in their way. It should be memo-ed that spinning the chart holder around may impede the dv window from opening; especially on aircraft with the modified chart holder.
