Narrative:

At XX57 local time in 7/90, we were descending through 8500' on a heading to intercept the localizer backcourse 27 at mci when the first officer saw an orange and white small aircraft pass off our right wing tip. He was at our altitude and about 100' from our wing tip. We were on a 290 degree heading and he was on a southwest heading. I questioned approach control if he had that target. He said no. About 20 seconds later he said the target just appeared at our 8 O'clock position. He reported the aircraft had negative transponder. Several passenger saw the small aircraft. Visibility was good with scattered clouds.

Title: CLOSE PROX ACR-MLG GA-SMA 25 MILES EAST OF MCI.

Narrative: AT XX57 LCL TIME IN 7/90, WE WERE DSNDING THROUGH 8500' ON A HDG TO INTERCEPT THE LOC BACKCOURSE 27 AT MCI WHEN THE F/O SAW AN ORANGE AND WHITE SMA PASS OFF OUR RIGHT WING TIP. HE WAS AT OUR ALT AND ABOUT 100' FROM OUR WING TIP. WE WERE ON A 290 DEG HDG AND HE WAS ON A SW HDG. I QUESTIONED APCH CTL IF HE HAD THAT TARGET. HE SAID NO. ABOUT 20 SECS LATER HE SAID THE TARGET JUST APPEARED AT OUR 8 O'CLOCK POS. HE RPTED THE ACFT HAD NEGATIVE XPONDER. SEVERAL PAX SAW THE SMA. VISIBILITY WAS GOOD WITH SCATTERED CLOUDS.
