Narrative:
Bwi departure frequency 128.7. Had stuck microphone by unknown aircraft. Departure started to call us by north#, but stopped short of any meaningful instructions or information. Stuck microphone continued. Controller keyed microphone to speak. Barely audible was a message to level off at 7000' MSL for traffic left 11 O'clock, 1 mi. I looked left from right seat after noting our altitude was 7600' in a rapid climb (3000-4000 FPM climb). I observed a red/white small aircraft slightly high, passing left to right with slight aircraft relative motion. We would pass ahead and out the left side of the small aircraft. There was no time to even react verbally to the PF or respond to the controllers myself. More time would have been needed in determining which direction to alter the path of the aircraft to increase the minimum sep between our aircraft and the small aircraft.

Title: FLT CREW OF ATX JET HS NMAC WITH SMA WHILE TALKING TO BWI DEP CTL. CTLR TRIED TO GET ATX TO STOP CLIMB BUT WAS UNSUCCESSFUL BECAUSE A STUCK MICROPHONE ON THE FREQ BLOCKED TRANSMISSIONS.
Narrative: BWI DEP FREQ 128.7. HAD STUCK MIC BY UNKNOWN ACFT. DEP STARTED TO CALL US BY N#, BUT STOPPED SHORT OF ANY MEANINGFUL INSTRUCTIONS OR INFO. STUCK MIC CONTINUED. CTLR KEYED MIC TO SPEAK. BARELY AUDIBLE WAS A MESSAGE TO LEVEL OFF AT 7000' MSL FOR TFC LEFT 11 O'CLOCK, 1 MI. I LOOKED LEFT FROM RIGHT SEAT AFTER NOTING OUR ALT WAS 7600' IN A RAPID CLB (3000-4000 FPM CLB). I OBSERVED A RED/WHITE SMA SLIGHTLY HIGH, PASSING LEFT TO RIGHT WITH SLIGHT ACFT RELATIVE MOTION. WE WOULD PASS AHEAD AND OUT THE LEFT SIDE OF THE SMA. THERE WAS NO TIME TO EVEN REACT VERBALLY TO THE PF OR RESPOND TO THE CTLRS MYSELF. MORE TIME WOULD HAVE BEEN NEEDED IN DETERMINING WHICH DIRECTION TO ALTER THE PATH OF THE ACFT TO INCREASE THE MINIMUM SEP BTWN OUR ACFT AND THE SMA.
