Narrative:
Tower control cleared our flight air carrier X to land on runway 7, and gave instructions to a helicopter atx Y to remain north of runway 7 for landing down by hangar in the flare at approximately 75' AGL the helicopter began flying opp direction down runway 7 toward our flight for approximately 1000'. Had a go around or missed approach been necessary we would have been unable due to the helicopter blocking our path. Our only option was a full landing. The incident was reported to tower supervisor. A statement that the helicopter to them was not a factor was given to us. This same day approximately 1 hour later an air carrier was told to go around because of an small aircraft in position holding on the runway. In the air carrier path in the go around was another small aircraft in right downwind for 15R. I witnessed this and other similar incidents and corrective action has not been taken by the FAA. I understand that this is a training facility and it has been my numerous experiences that controllers here have a poor attitude toward pilots.

Title: ATX Y FLEW OVER RWY, HAD LESS THAN STANDARD SEPARATION FROM ACR X. PLT DEVIATION.
Narrative: TWR CTL CLRED OUR FLT ACR X TO LAND ON RWY 7, AND GAVE INSTRUCTIONS TO A HELI ATX Y TO REMAIN N OF RWY 7 FOR LNDG DOWN BY HANGAR IN THE FLARE AT APPROX 75' AGL THE HELI BEGAN FLYING OPP DIRECTION DOWN RWY 7 TOWARD OUR FLT FOR APPROX 1000'. HAD A GAR OR MISSED APCH BEEN NECESSARY WE WOULD HAVE BEEN UNABLE DUE TO THE HELI BLOCKING OUR PATH. OUR ONLY OPTION WAS A FULL LNDG. THE INCIDENT WAS RPTED TO TWR SUPVR. A STATEMENT THAT THE HELI TO THEM WAS NOT A FACTOR WAS GIVEN TO US. THIS SAME DAY APPROX 1 HR LATER AN ACR WAS TOLD TO GAR BECAUSE OF AN SMA IN POS HOLDING ON THE RWY. IN THE ACR PATH IN THE GAR WAS ANOTHER SMA IN RIGHT DOWNWIND FOR 15R. I WITNESSED THIS AND OTHER SIMILAR INCIDENTS AND CORRECTIVE ACTION HAS NOT BEEN TAKEN BY THE FAA. I UNDERSTAND THAT THIS IS A TRNING FAC AND IT HAS BEEN MY NUMEROUS EXPERIENCES THAT CTLRS HERE HAVE A POOR ATTITUDE TOWARD PLTS.
