Narrative:
Departed lou in good WX. Intended climb to 10500' course 340 degrees. At 260' tower called and said I was in the arsa and to descend to the 2000' floor of the arsa. I wasn't previously told to remain clear of the arsa, and believed that since I was in radio contact with lou tower, arsa requirements were satisfied. Note: arsa rules require contact with an appropriate ATC facility. If a control tower within the arsa is not considered appropriate, this has not been made clear in the regulations. Upon request of the controller, I acknowledged and descended below 2000' until clear of the arsa.

I WASN'T PREVIOUSLY TOLD TO REMAIN CLR OF THE ARSA, AND BELIEVED THAT SINCE I WAS IN RADIO CONTACT WITH LOU TWR, ARSA REQUIREMENTS WERE SATISFIED. NOTE: ARSA RULES REQUIRE CONTACT WITH AN APPROPRIATE ATC FAC. IF A CTL TWR WITHIN THE ARSA IS NOT CONSIDERED APPROPRIATE, THIS HAS NOT BEEN MADE CLR IN THE REGS. UPON REQUEST OF THE CTLR, I ACKNOWLEDGED AND DSNDED BELOW 2000' UNTIL CLR OF THE ARSA.
