Narrative:
Departed lou in good WX. Intended climb to 10500' course 340 degrees. At 260' tower called and said I was in the arsa and to descend to the 2000' floor of the arsa. I wasn't previously told to remain clear of the arsa, and believed that since I was in radio contact with lou tower, arsa requirements were satisfied. Note: arsa rules require contact with an appropriate ATC facility. If a control tower within the arsa is not considered appropriate, this has not been made clear in the regulations. Upon request of the controller, I acknowledged and descended below 2000' until clear of the arsa.

Title: PLT OF SMT IN COM WITH LOU TWR CTLR STARTED CLIMB THROUGH ARSA. TWR ADVISED NOT CLEARED. PLT HAS TO REQUEST THE MAGIC WORDS. CLEARED TO ENTER OR TRANSGRESS ARSA.
Narrative: DEPARTED LOU IN GOOD WX. INTENDED CLB TO 10500' COURSE 340 DEGS. AT 260' TWR CALLED AND SAID I WAS IN THE ARSA AND TO DSND TO THE 2000' FLOOR OF THE ARSA. I WASN'T PREVIOUSLY TOLD TO REMAIN CLR OF THE ARSA, AND BELIEVED THAT SINCE I WAS IN RADIO CONTACT WITH LOU TWR, ARSA REQUIREMENTS WERE SATISFIED. NOTE: ARSA RULES REQUIRE CONTACT WITH AN APPROPRIATE ATC FAC. IF A CTL TWR WITHIN THE ARSA IS NOT CONSIDERED APPROPRIATE, THIS HAS NOT BEEN MADE CLR IN THE REGS. UPON REQUEST OF THE CTLR, I ACKNOWLEDGED AND DSNDED BELOW 2000' UNTIL CLR OF THE ARSA.
