Narrative:
An small transport on a visibility approach to eyw called eyw tower (first call) when over the eyw VOR. (VOR is well inside eyw air traffic area.) when I asked pilot when nqx switched him, he replied that they held onto him to point out VFR traffic (entering eyw air traffic area from the north). He said he never did see the VFR traffic and asked cqx to switch him. When I asked nqx when they switched small transport they said, and I quote, 'north of the extended centerline of runway 13 (at nqx).' in any event, this is another in a series of uncoordinated late turnovers.
