Narrative:
I was instructing a student while practicing holds. Tvc tower advised us of a crj that was below us; and for us to climb from 3;000 to 3;500 to have a greater vertical separation. We [had] done so; then the crj who was talking to minneapolis center then started a climb to what I assume was 4;000 (above our altitude). I had the crj in sight the whole time so was watching what they were doing. As we were getting closer; realizing they were not going to change course I took the flight controls from my student and entered a right turn to fly behind them and noticed they also started a right turn to move out of our way.
