Narrative:

I was finishing my 1 hour flight in the hot air balloon. I approached the town of vacaville where new houses soon would be built. Roads are in but no houses in my approach. I landed softly and smoothly and unassisted by ground crew. They then came and moved me about 30' to my left to make it easier to lay down my balloon, which we did with no incident. An officer with the vacaville police came out and said we were never to land inside city limits except emergencys. All of the houses in this area are somewhat distant and were in no danger from me, nor me from them. I feel it was an appropriate spot to land, although because of it being inside the city limit I would not have landed and then taken off again. The officer seemed very upset but would not say what the true problem was. He kept saying, 'there are houses right down the street there', but I wasn't flying over there.

Title: BALLOON LANDS INSIDE CITY LIMITS OF VACAVILLE.

I LANDED SOFTLY AND SMOOTHLY AND UNASSISTED BY GND CREW. THEY THEN CAME AND MOVED ME ABOUT 30' TO MY L TO MAKE IT EASIER TO LAY DOWN MY BALLOON, WHICH WE DID WITH NO INCIDENT. AN OFFICER WITH THE VACAVILLE POLICE CAME OUT AND SAID WE WERE NEVER TO LAND INSIDE CITY LIMITS EXCEPT EMERS. ALL OF THE HOUSES IN THIS AREA ARE SOMEWHAT DISTANT AND WERE IN NO DANGER FROM ME, NOR ME FROM THEM. I FEEL IT WAS AN APPROPRIATE SPOT TO LAND, ALTHOUGH BECAUSE OF IT BEING INSIDE THE CITY LIMIT I WOULD NOT HAVE LANDED AND THEN TAKEN OFF AGAIN. THE OFFICER SEEMED VERY UPSET BUT WOULD NOT SAY WHAT THE TRUE PROB WAS. HE KEPT SAYING, 'THERE ARE HOUSES R DOWN THE STREET THERE', BUT I WASN'T FLYING OVER THERE.
