Narrative:
Small aircraft X reported west of salem airport. They were issued a left downwind entry and to report downwind. Small aircraft X did not report downwind and then landed on runway 31 west/O a landing clearance. The aircraft was first observed on the runway. In a phone conversation with the instrument he stated 'the radio works was the students responsibility.' this instrument needs instruction. It's still his responsibility to see that the requested ATC instructions are followed and that he has a landing clearance.

Title: SMA DID NOT REPORT DOWNWIND LEG AS REQUESTED AND LANDED WITHOUT CLRNC.
Narrative: SMA X RPTED W OF SALEM ARPT. THEY WERE ISSUED A L DOWNWIND ENTRY AND TO RPT DOWNWIND. SMA X DID NOT RPT DOWNWIND AND THEN LANDED ON RWY 31 W/O A LNDG CLRNC. THE ACFT WAS FIRST OBSERVED ON THE RWY. IN A PHONE CONVERSATION WITH THE INSTR HE STATED 'THE RADIO WORKS WAS THE STUDENTS RESPONSIBILITY.' THIS INSTR NEEDS INSTRUCTION.
