Narrative:
The station operations did not respond to radio calls from the flight crew. We attempted to call operations approximately 15 times over the course of 30 minutes with zero response. We also inquired dispatch over ACARS; whom also could not reach operations over the telephone. Hire better contractors who actually staff the stations appropriately. This is a major safety hazard. Perhaps mandate a portable VHF radio for station manager so it's on hand at all times.
