Narrative:
We were turning to taxi into spot at pdx when I cautioned the captain about a vehicle that was approaching from the right and not slowing down. As the vehicle got closer; it was still not slowing down and I advised the captain that he should stop; which he did. The vehicle; with [company] clearly painted on the side; never even slowed down and the driver gave a big smile to the marshaller as he held up the wands in an X signaling her to stop. I reported the vehicle to ground as they had cut us off and were operating in an unsafe manner.I'm not sure what to recommend as I have filed several previous reports about this very same issue; pointing out that we never have more than one marshaller when parking in pdx and that I have encountered several instances of a driver not stopping. I believe this is due to the fact that the vehicle lanes are a fair distance from where the marshaller stands and there are many distractions (other vehicles; people; airplanes) operating in close proximity and a driver needs to keep a constant lookout in order to avoid having an accident. It completely baffles we risk a collision between an airplane and a vehicle; with all the potential for serious injury or worse; to the driver and damage to a $20;000;000 asset all to save a few dollars. We should have at least one marshaller; in addition to the one at the end of the j-line; out at the road to inform vehicle traffic that an airplane is parking and they need to stop.
