Narrative:
We were on approach to runway 4. We were distracted by the fact that the ILS was not coming in properly. When we were fully configured for landing; we noticed that the green line was much higher than our bugged V ref. I began checking to make sure that we were on speed card based on our weight. When I had determined we were on the correct speed card; the captain realized that we had left the flight spoilers out. Right as we stowed the spoilers; tower informed us that they had just gotten a terrain warning for us on the approach. The captain corrected our altitude and we landed normally. We were distracted by the localizer and glide slope not coming in properly. Captain stowed the spoilers and corrected our altitude. The 1000ft call helped in realizing that our spoilers were out.

Title: CRJ-200 First Officer reported that on approach to LGA; they received a low altitude alert from Tower; simultaneously; flight crew realized they had left the speed brakes extended.
