Narrative:
Bur approach was not taking handoffs, so atx X and cpr Y were being vectored away from sector boundary. Cpr Y did not respond when called a second and third time he responded your being blocked. Controller instructions given again. He said blocked. Our best guess is sea TRACON frequency was being skipped over to us because of WX. Supervisor indicated a control instruction was heard by another aircraft. Callback conversation with reporter revealed the following: reporter experience: 5 yrs radar, 4 yrs non-radar. Reporter stated cpr Y was in trail with atx X. Reporter did not know if he had lost standard sep because of cpr Y non response to clearance because of blocked frequency. Reporter turned cpr Y away from atx X. C/a did not activate. Analyst feels there was no loss of standard radar sep. The reporter informed the supervisor about the frequency problem and the supervisor stated during certain WX conditions sba TRACON frequencys will overlap ont TRACON frequencys. Frequency in question, 125.5. Sba TRACON frequency 125.4.

Title: SITUATION: ONTO TRACON FREQ OVERLAP WITH SBA TRACON DURING CERTAIN WX FACTORS. POSSIBLE LESS THAN STANDARD SEPARATION BETWEEN ATX X AND CPR Y. POSSIBLE SYSTEM ERROR.
Narrative: BUR APCH WAS NOT TAKING HDOFS, SO ATX X AND CPR Y WERE BEING VECTORED AWAY FROM SECTOR BOUNDARY. CPR Y DID NOT RESPOND WHEN CALLED A SECOND AND THIRD TIME HE RESPONDED YOUR BEING BLOCKED. CTLR INSTRUCTIONS GIVEN AGAIN. HE SAID BLOCKED. OUR BEST GUESS IS SEA TRACON FREQ WAS BEING SKIPPED OVER TO US BECAUSE OF WX. SUPVR INDICATED A CTL INSTRUCTION WAS HEARD BY ANOTHER ACFT.
