Narrative:
Our IFR filed routing from syr to yul was syr art art 040 degrees J594 mss V203 franx yul. After reaching franx intersection, because no further clearance had been given, we proceeded direct to yul VOR. Approximately 20 mi southwest of yul VOR montreal arrival (frequency 125.15) asked us where we were going. We told him we were proceeding as filed to the yul VOR. They said our clearance was franx direct yul airport (the VOR and airport are not collocated). They then said we should have been given the franx 3 arrival (we weren't). They also said this happens all the time and it causes problems. Well, if it happens all the time, then someone should fix it. Only thing we might have done is questioned our clearance after franx, but we had no reason to.

Narrative: OUR IFR FILED RTING FROM SYR TO YUL WAS SYR ART ART 040 DEGS J594 MSS V203 FRANX YUL. AFTER REACHING FRANX INTXN, BECAUSE NO FURTHER CLRNC HAD BEEN GIVEN, WE PROCEEDED DIRECT TO YUL VOR. APPROX 20 MI SW OF YUL VOR MONTREAL ARR (FREQ 125.15) ASKED US WHERE WE WERE GOING. WE TOLD HIM WE WERE PROCEEDING AS FILED TO THE YUL VOR. THEY SAID OUR CLRNC WAS FRANX DIRECT YUL ARPT (THE VOR AND ARPT ARE NOT COLLOCATED). THEY THEN SAID WE SHOULD HAVE BEEN GIVEN THE FRANX 3 ARR (WE WEREN'T). THEY ALSO SAID THIS HAPPENS ALL THE TIME AND IT CAUSES PROBS. WELL, IF IT HAPPENS ALL THE TIME, THEN SOMEONE SHOULD FIX IT. ONLY THING WE MIGHT HAVE DONE IS QUESTIONED OUR CLRNC AFTER FRANX, BUT WE HAD NO REASON TO.
