Narrative:
My aircraft was entering the lake hood terminal control area when I suffered a complete radio failure. I circled the outside of the area at point mckenzie trying to fix the radio, to no effect. Due to the lateness and fuel state, I headed toward the strip and I thought I had a green light from the tower. I was low on final when an aircraft Y came over me in a steep descent and landed. I went around and tried to see a light from the tower. I cleared the area again and landed. Before I made the final approach I checked for traffic and didn't see any. The aircraft that landed had navigation lights, but I didn't notice any strobe lights. My aircraft had navigation lights on, wing tips and a tail strobe on. Also my landing lights was on.

Title: NMAC BETWEEN 2 LIGHT ACFT AT HOOD LAKE STRIP ADJACENT TO ANC ARPT.
Narrative: MY ACFT WAS ENTERING THE LAKE HOOD TERMINAL CTL AREA WHEN I SUFFERED A COMPLETE RADIO FAILURE. I CIRCLED THE OUTSIDE OF THE AREA AT POINT MCKENZIE TRYING TO FIX THE RADIO, TO NO EFFECT. DUE TO THE LATENESS AND FUEL STATE, I HEADED TOWARD THE STRIP AND I THOUGHT I HAD A GREEN LIGHT FROM THE TWR. I WAS LOW ON FINAL WHEN AN ACFT Y CAME OVER ME IN A STEEP DSNT AND LANDED. I WENT AROUND AND TRIED TO SEE A LIGHT FROM THE TWR. I CLRED THE AREA AGAIN AND LANDED. BEFORE I MADE THE FINAL APCH I CHKED FOR TFC AND DIDN'T SEE ANY. THE ACFT THAT LANDED HAD NAV LIGHTS, BUT I DIDN'T NOTICE ANY STROBE LIGHTS. MY ACFT HAD NAV LIGHTS ON, WING TIPS AND A TAIL STROBE ON. ALSO MY LNDG LIGHTS WAS ON.
