Narrative:
On a touch and go takeoff I noticed that our climb rate at vy was not sufficient to guarantee clearing the rising terrain. I took controls from student and pitched for vx. This still was not sufficient so I added 10 degrees of flaps and started an early crosswind turn away from the terrain. I suspect we might have encountered a downdraft because the airplane could barely climb and the stall horn was sounding intermittently. Climb performance improved significantly about 15 seconds after and flight continued with no further issues.
