Narrative:
This was over the city of everett, wa at 3000' MSL, descending on a feeder route to 2000' to a LOM at arlington, wa. In the left seat was an IFR student under the hood. I, the instrument, was in the right seat. At 2400' the cabin was brightly lit up. I turned to look off my left read quarter window. An small aircraft was trailing behind. I rolled left and dove. The aircraft passed behind. I could heard the sound of his engine. He turned turned and followed us closely behind for several mi. I think we descended on top of an aircraft that was in level flight. At that angle and over a city, the lights covered his navigation lights. Also, having a hooded pilot unable to view the left side of the aircraft. Aircraft detection system: at this sort of situation it was impossible to stop this aircraft.

Title: CLOSE PROX 2 GA SMA ACFT ON TRANSITION ROUTE TO OM FOR AWO.
Narrative: THIS WAS OVER THE CITY OF EVERETT, WA AT 3000' MSL, DSNDING ON A FEEDER RTE TO 2000' TO A LOM AT ARLINGTON, WA. IN THE LEFT SEAT WAS AN IFR STUDENT UNDER THE HOOD. I, THE INSTR, WAS IN THE RIGHT SEAT. AT 2400' THE CABIN WAS BRIGHTLY LIT UP. I TURNED TO LOOK OFF MY LEFT READ QUARTER WINDOW. AN SMA WAS TRAILING BEHIND. I ROLLED LEFT AND DOVE. THE ACFT PASSED BEHIND. I COULD HEARD THE SOUND OF HIS ENG. HE TURNED TURNED AND FOLLOWED US CLOSELY BEHIND FOR SEVERAL MI. I THINK WE DSNDED ON TOP OF AN ACFT THAT WAS IN LEVEL FLT. AT THAT ANGLE AND OVER A CITY, THE LIGHTS COVERED HIS NAV LIGHTS. ALSO, HAVING A HOODED PLT UNABLE TO VIEW THE LEFT SIDE OF THE ACFT. ACFT DETECTION SYS: AT THIS SORT OF SITUATION IT WAS IMPOSSIBLE TO STOP THIS ACFT.
