Narrative:
I was on an IFR flight plan; preflight completed; received clearance and atis; talking with ATC ground controller I asked for progressive clearance to active runway. I received taxi instructions; cleared area; and was told by ground controller to taxi to the taxiway. Just as I commenced my left turn out of ramp a ground vehicle; a tug driven by a lineman; very low to the ground drove in front of my aircraft quickly in the same direction and cut in front of my path. I put on the brakes immediately and stopped. The driver of the tug stopped to my left. I commenced taxi when tug was well clear. No discussion was made. Tug came from my right side unseen by me or the front seat passenger.
