Narrative:
Aircraft X was on a routine practice flight out to the north from essex county airport (cdw). At the time the aircraft was still climbing out and had just received a radar target on aircraft X. As they were approaching lincoln park airport (N07) another target came up at their 12 o'clock same altitude. It appeared the targets were in very unsafe proximity to each other. Traffic alert was given to aircraft X but not to the other aircraft that had flown into controlled airspace without 2 way radio communication. Radar coverage at cdw and N07 does not reach the ground; so a target is sometimes not picked up until they are climbing out of 1;500 feet.N07 is uncontrolled with less than a mile of uncontrolled airspace between N07 and cdw class D boundary. And without total radar coverage; the controllers at cdw are unable to safely give pilots traffic calls around N07 until aircraft become conflicts. I recommend that N07 departures and arrivals call cdw tower before switching to unicom inbound and as soon as practical after takeoff. If pilots are made to make the proper communication and coordination; safety and efficiency will be improved exponentially.

Title: CDW Controller reported issuing a traffic alert to a departing aircraft for traffic departing an adjacent uncontrolled airport where there is no radar coverage below 1;500 feet.
