Narrative:
Climbing out on departure from ZZZ at approximately FL300; a loud noise and vibration came from the avionics bay. Immediately a strong odor and fumes came from the forward vents; causing brief dizziness. Both pilots donned O2 masks; requested descent and turned back to ZZZ. I took the controls and the first officer (first officer) started QRH procedure for smoke/fumes in cockpit. The lead flight attendant called and reported the noise and fumes and also slight dizziness. I directed a cabin prep for immediate return with a normal landing and no evacuation. As we completed the QRH and assessed the aircraft; we set up for a visual approach to runway xxc with ILS back up. No smoke was observed. On landing we had fire team do a visual assessment of the aircraft with emphasis on the avionics bay. No smoke or fire detected. Taxied to gate with masks on; was met by fire/emt who did an air quality check; then evaluation of the aircrew. All ok. Consulted with maintenance; who were able to hear the same noises from avionics bay; and noted a popped breaker for one of the vents. Wrote up log book; checked on passengers and crew and all ok.
