Narrative:
En route from dvk-lex on ferry flight. As I approached lex arsa and received current ATIS it was obvious that controllers were very busy and telling other aircraft to remain clear of arsa. At that point I descended to 2000' MSL and continued to hyk VOR which is approximately 7 mi southeast of lex airport. Remaining under arsa and 1000' AGL at 2000' MSL I executed 2-3 circles over VOR and attempted to contact approach. On the 3RD try I successfully was acknowledged by the controller and given a transponder code. At that point he was given my altitude of 2000' MSL and he informed me of lex altimeter setting. I then continued to lex for landing. Upon landing I was informed to contact the lex tower supervisor. While circling over hyk VOR a local resident called the tower and reported a low flying aircraft at 400' AGL operating dangerously and performing low altitude spins. The supervisor then asked for my name, address, phone number because he needed that information as the resident wished to file a formal complaint.

Title: PLT OF SMA HOLDING OVER HYK VOR IS ACCUSED OF LOW FLYING AND PERFORMING AEROBATICS TOO CLOSE TO THE GND BY A NEARBY RESIDENT.
Narrative: ENRTE FROM DVK-LEX ON FERRY FLT. AS I APCHED LEX ARSA AND RECEIVED CURRENT ATIS IT WAS OBVIOUS THAT CTLRS WERE VERY BUSY AND TELLING OTHER ACFT TO REMAIN CLR OF ARSA. AT THAT POINT I DSNDED TO 2000' MSL AND CONTINUED TO HYK VOR WHICH IS APPROX 7 MI SE OF LEX ARPT. REMAINING UNDER ARSA AND 1000' AGL AT 2000' MSL I EXECUTED 2-3 CIRCLES OVER VOR AND ATTEMPTED TO CONTACT APCH. ON THE 3RD TRY I SUCCESSFULLY WAS ACKNOWLEDGED BY THE CTLR AND GIVEN A XPONDER CODE. AT THAT POINT HE WAS GIVEN MY ALT OF 2000' MSL AND HE INFORMED ME OF LEX ALTIMETER SETTING. I THEN CONTINUED TO LEX FOR LNDG. UPON LNDG I WAS INFORMED TO CONTACT THE LEX TWR SUPVR. WHILE CIRCLING OVER HYK VOR A LCL RESIDENT CALLED THE TWR AND RPTED A LOW FLYING ACFT AT 400' AGL OPERATING DANGEROUSLY AND PERFORMING LOW ALT SPINS. THE SUPVR THEN ASKED FOR MY NAME, ADDRESS, PHONE NUMBER BECAUSE HE NEEDED THAT INFO AS THE RESIDENT WISHED TO FILE A FORMAL COMPLAINT.
