Narrative:
[We were] on short final with landing; taxi; recognition and strobe lights on when I saw what I thought was an airport maintenance vehicle stopped near hold short line at the approach end of runway xx. I had made traffic calls in the pattern and assumed the vehicle was holding for us to land. As we were on very short final; I noticed the vehicle begin to move but saw we would have vertical clearance if it did cross the approach end of the runway. However; as the vehicle began to move; its parachute/parasail began to inflate and rise into our path. At this point; the pilot flying took evasive action and our starboard wing passed just over the top of the parachute. The other aircraft proceeded to take off as if nothing had happened.

Title: BE20 pilot reported a critical ground conflict after a powered parachute taxied onto the runway while they were on final.
