Narrative:

I gave operations 2 a full length runway check from runway 04 to runway 22. A few minutes had passed and aircraft X called ready to depart runway 22 and I mistakenly was looking at another operations vehicle near the runway 22 localizer building and did not see the operations vehicle on the runway was still doing something at the approach end of runway 22. The C172 took off and the operations vehicle alerted me he was still on the runway.I was burnt out from a long and busy session prior to this session. It was my fault. We were slow and the operations vehicle took longer than I was expecting and I really did not see he was still out there. I was looking at another vehicle. I was not in the best frame of mind as we were busy earlier and I tried to get some training done and we had minimal staffing so I had to stay in cab as local/controller in charge or there would have been no training for the day; and I should have taken a longer break. I have warned trainees to be careful with operations 3 as he takes forever to finish a runway check and you will forget he is out there if you don't watch him. I didn't follow my own advice today.

Title: Tower Controller and Operations Vehicle operator reported the Controller cleared an aircraft for takeoff while the vehicle was still on the runway.
