Narrative:
Waiting at the gate the inbound captain told they had a noise from the captain's front window and spoke to [maintenance] about it in flight. During our preflight the first officer and myself did not hear any noise during our climb [but] around FL350 we heard what sounded like a cracking noise from the captain's forward lower window and it was more noticeable from the copilot's seat. Then had a phone patch with dispatch and [maintenance] recommended turning my window heat and my panel lights [on] which did not help. My first officer and myself and dispatch didn't feel comfortable with the cracking noise from the forward windshield. Dispatch spoke to operations and decided to return to [departure airport] at which time dispatch recommended dumping our center tank fuel. We made an overweight landing. After gate arrive maintenance told us they found a loose window seal and the window screws were not torqued so they re-torqued the screws. The flight was then canceled.
