Narrative:
Tower requested release for [aircraft X]; I initiated coordination with the adjacent sector (woodside) controller to release the aircraft on a heading of 210 climbing to 3000 [ft] (to go in their airspace) and on their frequency (135.65). With (woodside's) approval; I released the aircraft via the tower. The control instructions were issued in accordance with 7110.65 (5-6-3). What confuses the issue is the installment of diverse vector area (dva). The question is does (dva) limit the scope of the provision of 7110.65 paragraph 5-6-3? If so then presumably the absence of the dva would increase our operational advantage; especially when the dva headings provide no operational advantage.
