Narrative:
Aircraft suddenly appeared between nose and right engine nacelle approximately 50' below our small transport. The aircraft was an small aircraft. I believe the small aircraft was on a collision course for about one min hidden by the right tip tank of the small transport and traveling span wise to a point where he intercepted the inbound azimuth of the ILS (215 degree). At this time he appeared as described. The conflict could have been avoided had the small aircraft been in contact with approach control (abq). We were working approach and at the OM were released to CTAF. At no time was the small aircraft communicating with abq approach. He was announcing on CTAF but we obviously missed his call as we were on approach. Area ATC needs to impress upon local pilots the necessity for contacting approach control prior to using the ILS course at aeg.

Title: SMT ON ILS APCH SIGHTS SMA CROSSING APCH ROUTE. NMAC.
Narrative: ACFT SUDDENLY APPEARED BTWN NOSE AND R ENG NACELLE APPROX 50' BELOW OUR SMT. THE ACFT WAS AN SMA. I BELIEVE THE SMA WAS ON A COLLISION COURSE FOR ABOUT ONE MIN HIDDEN BY THE R TIP TANK OF THE SMT AND TRAVELING SPAN WISE TO A POINT WHERE HE INTERCEPTED THE INBND AZIMUTH OF THE ILS (215 DEG). AT THIS TIME HE APPEARED AS DESCRIBED. THE CONFLICT COULD HAVE BEEN AVOIDED HAD THE SMA BEEN IN CONTACT WITH APCH CTL (ABQ). WE WERE WORKING APCH AND AT THE OM WERE RELEASED TO CTAF. AT NO TIME WAS THE SMA COMMUNICATING WITH ABQ APCH. HE WAS ANNOUNCING ON CTAF BUT WE OBVIOUSLY MISSED HIS CALL AS WE WERE ON APCH. AREA ATC NEEDS TO IMPRESS UPON LCL PLTS THE NECESSITY FOR CONTACTING APCH CTL PRIOR TO USING THE ILS COURSE AT AEG.
