Narrative:
We had a flap asymmetry warning. It was the 4th failure of the flap system in [this aircraft]. [The next day] maintenance control began the ferry flight paperwork process. In retrospect; I don't believe [the aircraft] was airworthy on that ferry flight. Maintenance control stated that because we had a ferry permit we could fly the aircraft. A ferry permit does not make an aircraft safe to fly. There are times when an aircraft should remain grounded regardless of the financial implications.
